Answer
The Services Menu only applies to GlobeCharge Services and requires a GlobeCharge account.  To enable it you need to let ShopFactory know that you have a GlobeCharge account. This is done by Setting up your Payment Methods.
 
Which GlobeCharge account do you have?
 
1) Customer Membership without Online Order management but I want to use PGP Encryption

2) Customer Membership without Online Order management - I want DO NOT want to use PGP Encryption - Go to step 3 below and follow those instructions
 
 
3) Any other GlobeCharge Account (including Free GlobeCharge account)
 
Setup your payment methods using these instructions

Once you have completed the Payment Methods Accepted Setup go to
 
Properties => Services Menu.   The relevant GlobeCharge services should be ticked and Menu options should be enabled.
 
Some Services will need to be manually Set by ticking on the relevant option, like Enable Vouchers for Example
